CITY COUNCIL AGENDA –   Tuesday, July 7, 2026

                                                                  5:30 o’clock P.M.

Municipal Building, 444 S. Main Street

 

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session on any agenda item in accordance with Section 84-1410.

  1. CALL TO ORDER
  2. Call meeting to order.
  3. Inform the public that the Open Meetings Act is posted on the north wall of the Council Chambers.
  4. Pledge of Allegiance to the flag of the United States of America.
  5. Roll Call.
  6. Visitors/Correspondence:

Anyone desiring to speak on any item or issue not on the agenda or any item on the agenda that does not include a public hearing may do so; but shall be limited to three (3) minutes. Persons should identify themselves by name and address. Persons speaking should not expect the Council to engage in back-and-forth dialogue regarding their comments. Unless an agenda item includes a public hearing, no person may speak during the business portion of the meeting; provided, however, persons speaking during a public hearing are limited to between five (5) and twenty (20) minutes.  

  • CONSENT AGENDA:

(Items under the Consent Agenda are proposed for adoption by one action for all items unless any member of the Council requests that an item be considered separately.)

  1. City appointed boards and commissions. Appointments to the Board of Directors of Municipal Energy Agency of Nebraska (MEAN): Tom Peatrowsky, Electrical Plant Operator, Alternate – 3 year terms. Parks and Recreation Board appointment of Doug Throener to fill vacancy after Melissa Nielsen resignation(3-year term expires December 1, 2028).

Fire & rescue departments– accept memberships & resignations.

  • Approval of minutes of the previous meeting.
  • Treasurer’s report.
  • Claims.
  • PUBLIC HEARINGS:
  1. Annexation of a tract of land located in the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska. (second reading)

  • Rezoning of a tract of land located Kings 1st, LTS 1-8, BLK 8 to the City of West Point, Cuming County, Nebraska.
    • Determining a Nuisance to be found at 643 South Niphon Street and directing abatement of the same.
  • BIDS:  None.
  • CURRENT BUSINESS:
  • Consider request to vacate the alley adjacent to Lots 1 thru 8, King’s First Addition to the City of West Point and any claims for damage filed from this proposed action.
  • Sunshine Senior Center – Accept the 2025 Title III-B, Title III-C and III-E service contracts with Northeast Nebraska Area Agency on Aging.
  • Chamber of Commerce – economic development quarterly report – Tina Biteghe Bi Ndong, Executive Director.
  • Discuss propane tank at 13th & Mill Street.
  • Consider continuance of sales and use tax of one-half percent (1/2%) upon transactions within the City of West Point for the Economic Development Program (LB 840).
  • Discuss “No Parking” on portion of Colfax Street.
  • Schedule budget workshop for 2026-2027 budget.
  • Review of employee pay plan.
  • Discuss Utilities Superintendent and City Administrator positions.
  • Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
  • Approval of Lot Split Correction requested by Joe Prinz in Wilderness Ridge Subdivision.
  • RESOLUTIONS AND ORDINANCES: 
  • Resolution: Approving the appointments of the representatives and alternate representatives on the Board of Directors of the Municipal Energy Agency of Nebraska (MEAN); the MEAN Management Committee; and the Member’s Council of the Nebraska Municipal Power Pool.
  • Ordinance: To annex part of the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska (second reading).
  • Ordinance: To rezone a tract of land located in Kings 1st, LTS 1-8, BLK 8 to the City of West Point, Cuming County, Nebraska from Residential Single Family District (R-1) to Highway Commercial District (C-2).
  • Resolution: Determining a nuisance to be found at 643 South Niphon Street and directing abatement of same.
  • Ordinance: Vacating the alley adjacent to Lots 1 thru 8, King’s First Addition to the City of West Point.

  • Resolution: Directing there be placed upon the ballot at the November 3, 2026 election the proposition to continue the imposition of a sales and use tax of one-half percent (1/2%) upon transactions within the City of West Point for the Economic Development Program (LB 840).
  • Resolution: Restricting parking on a portion of Colfax Street.
  • Resolution: Removing the two-hour parking in the business district of Main Street.
  • Ordinance: Adopting a Pay Plan for all employees of the City.
  • Resolution: Approve lot split to a tract of land in Lots 2 and 3, Wilderness Ridge Subdivision, located in Addition “J” to the City of West Point.
  • Resolution: Approve Application/Payment #1 in the amount of $35,625.00 to H&R Construction Co. for the West Point EMS Project Job No 26-2400.
  • Resolution: Approving Application/Payment #3 in the amount of $379,745.10 to Rutjens Construction Inc for Division II-Water, Sanitary Sewer & Storm Sewer in Rivermist Subdivision Project #620-088.
