CITY COUNCIL AGENDA – Tuesday, June 2, 2026

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session in accordance with Section 84-1410.
A. CALL TO ORDER
1. Call meeting to order.
2. Inform the public that the Open Meetings Act is posted on the north wall of the Council Chambers.
3. Pledge of Allegiance to the flag of the United States of America.
4. Roll Call.
5. Visitors/Correspondence:
Anyone desiring to speak on any item or issue not on the agenda or any item on the agenda that does not include a public hearing may do so; but shall be limited to three (3) minutes. Persons should identify themselves by name and address. Persons speaking should not expect the Council to engage in back-and-forth dialogue regarding their comments. Unless an agenda item includes a public hearing, no person may speak during the business portion of the meeting; provided, however, persons speaking during a public hearing are limited to between five (5) and twenty (20) minutes.

C. PUBLIC HEARINGS:
1. Annexation of a tract of land located in the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska.
D. BIDS: Consider Bids for West Point Municipal Building Transformer Replacement.
E. CURRENT BUSINESS:
1. Discuss 2026 Electric Generator Project Invitation to Bid.
2. Discuss the removal of 2 hour parking limitation on Main Street during the trial period. Also discuss Ebikes and scooters use around town.
3. Discuss closing a portion of Bridge Street during the 4th of July celebration.
4. Discuss closing a portion of Main Street on July 11th for the Farmers Market and a Hydrant party .
5. Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
6. Approval of the 2026 Cuming County Local Emergency Operations Plan.
F. RESOLUTIONS AND ORDINANCES:
1. Ordinance: To annex part of the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska (first reading).
2. Resolution: Accepting the bid for transformer replacement at West Point Municipal Building.
3. Resolution: Authorizing going out for bids for the 2026 Electrical Generation Procurement.
4. Resolution: Approving Application/Payment #2 in the amount of $44,432.10 to Doernemann Construction Inc for Earthwork in Rivermist Subdivision Project #620-088.
5. Resolution: Approving Application/Payment #2 in the amount of $157,405.50 to Rutjens Construction Inc for Division II-Water, Sanitary Sewer & Storm Sewer in Rivermist Subdivision Project #620-088.
6. Resolution: Approving Application/Payment #1-Final in the amount of $31,330.00 to NoSwett Fencing & Decks for Timmerman Park Ballfield Fencing Project #620-080.
7. Resolution: Approving the 2026 Cuming County Local Emergency Operations Plan.
