West Point City Council to meet Tuesday


CITY COUNCIL AGENDA – Tuesday, May 5, 2026

5:30 o’clock P.M.

Municipal Building, 444 S. Main Street

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session in accordance with Section 84-1410.

  1. CALL TO ORDER
  1. Call meeting to order.
  2. Inform the public that the Open Meetings Act is posted on the north wall of the room.
  3. Pledge of Allegiance to the flag of the United States of America.
  4. Roll Call.
  5. Visitors/Correspondence:

Anyone desiring to speak on any item or issue not on the agenda or any item on the agenda that does not include a public hearing may do so; but shall be limited to three (3) minutes. Persons should identify themselves by name and address. Persons speaking should not expect the Council to engage in back-and-forth dialogue regarding their comments. Unless an agenda item includes a public hearing, no person may speak during the business portion of the meeting; provided, however, persons speaking during a public hearing are limited to between five (5) and twenty (20) minutes.

  1. CURRENT BUSINESS:
  1. Annual Report from the West Point Volunteer Fire Dept.
  2. Request from Road Gems Car Club for use of the Nielsen Center and the surrounding streets and parking lots for a Car Show on September 20, 2026.
  3. Chamber of Commerce request for financial assistance from City for annual 4th of July fireworks display.
  4. Consider request from Franciscan Healthcare to use city streets for fun run on 4th of July.
  5. Cuming County Historical Society update on 250th celebration.
  6. Review/Approve Agreement with JEO for West Point North Levee Feasibility Study.
  7. Approve Health Insurance & Ancillary Benefits – renewal in the League Insurance Government Health Team (LIGHT).
  8. Review/Approve Interlocal Cooperation Agreement with Cuming County, City of Wisner, Village of Beemer and Village of Bancroft for Enhanced (E911) Emergency Telephone Service.
  9. Discuss paving Washington St./H Road.
  10. Approve Special Designated Liquor Licenses: None.
  11. Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
  1. RESOLUTIONS AND ORDINANCES:
  1. Resolution: Accepting the bid to provide catered meals for the Senior Citizens Center for the period from July 1, 2026 to June 30, 2027.
  2. Resolution: Approve Change Order No.9 and Application/Payment Final in the amount of $32,777.34 to Rutjens Construction for the West Point Water Treatment Rehabilitation Project #620-052.
  3. Resolution: Approving breathalyzer rate to increase to $70.
  4. Resolution: Approving Application/Payment #1 in the amount of $181,092.60 to Rutjens Construction Inc for Division II-Water, Sanitary Sewer & Storm Sewer in Rivermist Subdivision Project #620-088.
  5. Ordinance: Authorizing the issuance of limited tax public safety bonds series 2026.
